In this article, information about the place of residence-family, which is the main link of society, as well as the role of self-government institutions of citizens in the formation of mutual spiritual and moral relations between parents and children, that is, the neighborhood system. A brief idea was made about the extent of mutual cooperation on the basis of community – family – neighborhood concession, its effect today, as a result of the reforms carried out in the neighborhood system, the powers and opportunities of this social institution are increasing.
